Vermont Adult Learning Job Title: Director of Human Resources

Employment Classification: Full Time

Reports To: Executive Director

Primary Work Site: Central Office, Waterbury, VT

Purpose of the Job: The Director of Human Resources works with the Management of Vermont Adult Learning (VAL) to ensure the organization’s policies & procedures comply with current laws and regulations, and the environment and compensation system encourages a sustainable, effective work force. This position demands a commitment to exceptional performance as well as working successfully within a team environment.

Essential Functions & Responsibilities:

Compliance with Laws and Regulations:

  • Ensures and communicates appropriate personnel policies & procedures
  • Manages employee system to report hours worked
  • Manages accurate and timely processing of payroll

Ensures compliance with state and federal laws such as FLSA, FMLA and Workers Compensation

Reviews benefit programs to ensure they follow established procedures, laws & regulations

Compensation & Benefit Programs:

Establishes, communicates and monitors recruitment, hiring system, and orientation process

  • Ensures consistency in development and maintenance of Job Descriptions
  • Establishes, communicates and monitors an effective employee evaluation process
  • Supports management in determination of compensation and benefit offerings

Administers organization’s benefits, communicates with employees as needed

Monitors and assists in record maintenance including, employee files and benefit records

Administers the organization’s 403b retirement plan

Employee Relations:

Meets with employees at learning centers to listen to ideas

  • Acts as liaison in problem resolution between employees
  • Responds timely to employee inquires re: policies, procedures and benefits.
  • Chairs and effectively leads the staff Personnel Committee

Monitors the organization’s health and safety procedures

  • Establishes, communicates and monitors effective employee recognition programs

Employee Proficiency Trainings:

Assists management in determining professional development programs and monitors effectiveness

Coordinates general and organization wide trainings in areas of benefits and management trainings in areas of HR policies, hiring, evaluations & conflict resolution

Professional Requirements;

  • Maintain professional standards of confidentiality
  • Participate in professional development program

Qualifications, Knowledge & Skills:

Extensive knowledge of and experience with State and Federal labor laws & regulations, Understanding of Human Resource functions including knowledge of compensation theory, job evaluation methods and effective employee evaluations

Familiarity and experience with theories and practices of employee motivation and team building

  • Strong interpersonal and organizational skills
  • Requires skills in information technology
  • Ability to communicate effectively both orally and in writing in English
  • Ability to emulate organizational climate in carrying out responsibilities
  • Experience in non-profit environment preferred
  • Bachelor’s Degree, relevant Master’s Degree preferred along with 5 -7 years experience in Human Resource management
  • PHR or SPHR certification preferred


Working Conditions & Environment: Some travel within the state will be required. Personal, reliable transportation with a valid driver’s license is required. Occasionally may be required to work evenings or weekends

This position is required by the state to be a Mandated Reporter.
